Yes — Wanova can open a chat with any valid number without saving it first. Whether you should is a different question: messaging people who never asked to hear from you is the fastest way to get reported, and reports are what get numbers banned.
There's real risk and no tool can remove it. Automating WhatsApp Web isn't officially supported, so it carries terms-of-service risk.
